A video-on-demand portal system is provided, the system includes: service processing unit (11), for receiving the video-on-demand request sent by the access end (2), and sending the request to the video-on-demand background (3); information notification unit (12), for distributing the video-on-demand information to the customer end (4), the video-on-demand information is returned by the video-on-demand background (3) according to the request from the service processing unit (11). The video-on-demand portal system provided in the present invention can realize the VOD service development in the one-way network, and can realize the VOD service based on the one-way HFC network.
