<P>PROBLEM TO BE SOLVED: To automatically stop assist operation in an unnecessary state of an engine assist by a power generation electric motor. <P>SOLUTION: A hydraulic pump 12 and the power generation electric motor 13 are driven by an engine 10, and a battery 20 is charged by the generator action of the power generation electric motor 13, and the engine 10 is assisted by driving the power generation electric motor 13 by battery electric power.
