An apparatus of manufacturing a synthetic resin sheet and a roller apparatus used thereto are provided to allow two sides of the synthetic resin sheet to be simultaneously cooled by allowing a metal belt, which is cooled by a cooling roller, to rotate along an outer side of an elastic roller. An apparatus of manufacturing a synthetic resin sheet comprises supply parts(120,130) for a supplying synthetic resin sheet, a first cooling roller(140), an elastic roller(150) opposed to the first cooling roller, a metal belt(170), which moves between the elastic roller and the synthetic resin sheet, and a second cooling roller(160). The elastic roller includes elastic material and applies the elasticity to compress the synthetic resin sheet, which is supplied between the first cooling roller and the elastic roller. The metal belt transfers the elasticity of the elastic roller to the synthetic resin sheet when the metal belt is in contact with the synthetic resin sheet. The second cooling roller operates together with the elastic roller to rotate the metal belt and to cool the metal belt.
