PROBLEM TO BE SOLVED: To provide a sanitary washing device and a toilet apparatus, which enable water to be discharged from a low tank, a toilet bowl, etc. in synchronization with the drainage of the sanitary washing device. SOLUTION: The sanitary washing device is annexed to a toilet in which the water stored in a tank flows into the bowl of a water closet via a drain valve. Characteristically, the sanitary washing device comprises: a water ejection nozzle for emitting a jet of water from a water ejection port; a water channel which guides the water, supplied from a water supply source, to the water ejection nozzle; a weep valve which is connected midway through the water channel, and which enables the water in the water channel to be at least partially discharged into the bowl; and a control portion which enables the synchronous performance of the drainage of the water channel by the opening/closing of the weep valve, and the discharge of the water from the tank by the opening of the drain valve.
