PROBLEM TO BE SOLVED: To acquire the amount of vehicle flow which is the deviation per unit traveled distance, when the vehicle is made to travel linearly, in state with the steering wheel being released, without having the vehicle actual travel. SOLUTION: In these methods and system, traffic flow rate estimation computer 10 is made to estimate the traffic flow rate of each vehicle and store the rate in its memory associated with individual vehicle, based on at least one type of actual measurement of at least one type of tire characteristics values relating to traffic flow, such as lateral force, running torque in the vertical axis line direction perpendicular to rotary shaft of the tire, or on the actual measurement of at least one type of vehicle alignment value, such as, camber angle and caster angle, without having to make each vehicle actually travel. After the vehicles have been shipped to the commercial scene, a developing department computer 24 is made to acquire the relation between the traffic flow rate estimates and the traffic flow in the commercial scene, based on both the market traffic flow information, as the data on traffic flow obtained at the commercial scene and the stored traffic flow rate estimates.
