PROBLEM TO BE SOLVED: To provide a heat sink device for generating an ion wind which enables miniaturization and eliminates the need for additional components to save energy sources. SOLUTION: The heat sink device is provided with a metal body 10 connected to a power supply, a plurality of sharp teeth 11 formed on one side surface of the body 10 and a metal grounding member 20 arranged so as to have an interval from the body 10. When a current flows through the body 10, the plurality of sharp teeth 11 are in a strong electric field which generates a corona phenomenon whereby air around the plurality of sharp teeth 11 is ionized. Ions having the same electric charges as those of the plurality of sharp teeth 11 are rejected by the plurality of sharp teeth 11 and moved to the grounding member 20, whereby an electric wind is generated for heat radiation.
