PROBLEM TO BE SOLVED: To provide a flat die for roll forming, which can improve the torsional strength in a raising part and can realize roll forming of a high-strength spline or serration, and a method for manufacturing the flat die for roll forming. SOLUTION: In the flat die 1 for roll forming, an inclined part 30 is provided on one end side in the toothwidth direction of a machining tooth 12. Accordingly, when a spline 100 is rolled on a roll forming material, a raising part 101 in the spline 100 can be formed so that the diameter of the valley is gradually increased in the direction of an axial center O. Therefore, the spline 100 having an improved torsional strength in its raising part 101 can be formed. Further, since an R-shaped part 40 is provided on the peripheral part of the inclined part 30, a corner part 101a of the raising part 101 extended from the R-shaped part 40 can be formed in a R shape in section, so that roll forming of a high-strength spline 100 can be achieved.
