<p><P>PROBLEM TO BE SOLVED: To efficiently search an I picture during fast playback. <P>SOLUTION: A moving video playback apparatus 100 fast plays back a moving video file including picture formats different by form. A parameter setting part 10 sets the numberαof frames to be displayed in a unit time, a playback speed scale factorβ, and a bit rateγ(α,β, andγare real numbers). A seek distance setting part 12 sets a seek distance SD corresponding to a value resulting fromγ/α×β. An intra-frame coded picture search part 14 searches a next intra-frame coded picture with a certain search start position as a start point. A decoder 16 decodes an intra-frame coded picture found as the result of search by the intra-frame coded picture search part 14.
