Provided is a recording device capable of reducing the compression distortion generated in a menu screen contained in compressed/encoded menu data when being recorded. A recording/reproduction device (100) compresses/encodes an image containing image elements arranged in a background image and records the compressed/encoded data on a recording medium. The recording/reproduction device (100) includes: an image generation unit (111) which generates menu data indicating an image having the image elements arranged in the background image while matching their peripheral lines with the boundary between macro blocks or orthogonal conversion blocks used for compression/encoding; a compression multiplexing unit (105) which executes compression/encoding on the menu data generated by the image generation unit (111); and a recording process unit (106) which records the menu data compressed/encoded by the compression/multiplexing unit (105) in a recording medium (10).
