The system has thermoelectric modules (12, 24) with hot surfaces (14, 26) and cool surfaces (16, 28), and a heating ventilation and air conditioning (HVAC) control system (22) in electrical communication with the modules via lines (13, 15), respectively. A thermal storage device is in thermal communication with the hot surface of the module (12) and is configured to store a portion of a thermal energy generated by the surface. The system (22) receives an electric pulse generated by a hybrid-electric vehicle and directs the pulse to one of the modules (12) and the device.
