PROBLEM TO BE SOLVED: To provide a memory controller, a nonvolatile storage device and a nonvolatile storage system that is excellent in recording response.

SOLUTION: When writing file data, an access device 150 specifies a file ID identifying the file data directly to the nonvolatile storage device 120A. A physical file management part 105 in the nonvolatile storage device 120A has a physical file management table 106 for managing the correspondence of physical block numbers of a nonvolatile memory 110 and file IDs, a block status identifying whether physical blocks are used/unused, and the like. This eliminates the need for the access device 150 to detect unused clusters to enable an improved recording response.
