A bio-functional activating light device is provided to promote generation of ATP by increasing activity of some enzymes, to reduce viscosity of blood by activating degeneration of materials with blood clotting effect, and to reduce cholesterol level. A bio-functional activating light device comprises: a consistent material with piezoelectric or electro-optic property, which is selected among a material including lead oxide, lithium niobate, lithium tantalate, and langasite; epoxy resin able to attach the material without light loss; a protective layer to cover the most exterior part of the light device; and a polarizing film or polarizing glass.
