PROBLEM TO BE SOLVED: To provide a technology for judging more accurately than the conventional whether data transmitted between a management device and an information processor are tampered or not. SOLUTION: The encryption means 16 of a management device 10 creates combination data (CD+D2) of challenge data CD and predetermined data D2, and encrypts the combination data (CD+D2) in units of block. At least a part of the challenge data CD and at least a part of the predetermined data D2 are included in each block of the encrypted combination data E(CD+D2) by the encryption means 16. When the challenge data CD included in the combination data (CD+D2) decrypted by a decryption means 36 match the challenge data CD stored in a challenge storage means 32, the data utilization means 38 of an information processor 25 utilizes the predetermined data D2 included in the combination data (CD+D2).
