PROBLEM TO BE SOLVED: To compactly compose a mechanism for detecting behavior change of an occupant sitting in a seat at the time of a rear-end collision of a vehicle as a mechanical operation moving quantity to be transmitted to a headrest moving mechanism. SOLUTION: The device is provided with a cable operation mechanism 20 to detect action change of the occupant sitting in the seat 1 at the time of a rear-end collision of a vehicle as a mechanical operation moving quantity, and the headrest moving mechanism 10 for moving a support part 4A of a headrest 4 to move to approach the head part as the detected moving quantity is transmitted through cable operation of a first cable 40 and a second cable 50. The cable operation mechanism 20 comprises a pushing member 21 to receive the load of an occupant on a backrest at the time of a rear-end collision of the vehicle to rotate, and a pulley 24 coaxially and integrally rotatably disposed with it to lock a lower end of an inner member 41 of the first cable 40 while simultaneously pulling the lower end of the inner member 41 along the outer circumference.
