A pouch and an apparatus and a method for producing the same are provided to help safety of the visually handicapped people by easily grasping contents of the pouch and directions for use. An apparatus(100) for producing a pouch includes a packing material supplying unit(110), an unevenness forming unit(120), a packing material coupling unit(140), and a packing material cutting unit(150). The packing material supplying unit supplies at least one packing material(A,B). The unevenness forming unit forms unevenness(C) on the packing materials supplied from the packing material supplying unit. The packing material coupling unit couples the packing materials to form a space to store stored goods. The packing material cutting unit cuts the packing material by length of the individual pouch. The apparatus for producing the pouch further includes a packing material transmitting unit(130) to transmit the packing materials.
