PROBLEM TO BE SOLVED: To provide a bush structure and its manufacturing method, capable of enhancing durability of an elastic member, by easily keeping the elastic member in an outer cylinder in a compression state. SOLUTION: This bush structure 12 has the outer cylinder 21 formed in a hollow shape, a hollow inner cylinder 22 coaxially arranged in the outer cylinder 21, and a rubber member 23 interposed between the inner cylinder 22 and the outer cylinder 21. This bush structure 12 is kept in the compression state, by diametrically expanding the inner cylinder 22, after the rubber member 23 is arranged between the inner cylinder 22 and the outer cylinder 21.
