PROBLEM TO BE SOLVED: To provide a packaging material for seed and a bag for seed having good gas barrier properties and capable of observing a content from the outside. SOLUTION: The packaging material for seed is constituted by laminating a plastic base film, a gas barrier property laminate film, and a heat seal layer. The packaging material for seed has a printed layer between the plastic base film and the gas barrier property laminate film, and/or between the gas barrier property laminate film and the heat seal layer, and the printed layer has a window opening part printed in the color lighter than that of the outer periphery. The bag for seed formed of the packaging material for seed has very good clearness and preservability, good information presentation, and steam barrier properties. Thus, the bag is formed of a laminate having excellent preservability of seed, and also has flexibility, impact resistance, friction resistance, printing suitability, openability and filling and packaging suitability capable of protecting the content.
