PROBLEM TO BE SOLVED: To provide a rolling bearing device for a wheel capable of well forming a hardened layer on a contact surface of a flange of a hub wheel while suppressing generation of distortion, and preventing generation of abnormal noise caused by fretting wear and distortion. SOLUTION: A brake rotor 60 is arranged in contact with a flange 22 of a hub wheel 20 with a rolling bearing 31 assembled thereto. A hardened layer 23 with its surface hardness being enhanced by the shot peening to shoot very small shots at a high speed is formed on a contact surface 24 of the flange 22 in contact with the brake rotor 60.
