PROBLEM TO BE SOLVED: To provide a mixer for manufacturing a wet cement that can positively send a mixed wet cement toward a discharge port side and wet cement manufacturing equipment using it. SOLUTION: The mixer is so constructed that the horizontal spindle 12 is arranged in the body 11 and at least two mixer arms 13 are free rotatively attached to this supporting shaft 12 with one tip of the mixer arm 13 fitted with the spatula-shaped mixer blade 14 whose end face 14a slightly recedes from the inner face of the main body 11 and the agitation is carried out with this spatula-shaped mixer blade 14, and the other tip of the mixer arm 13 fitted with the spade-shaped mixer blade 15, so that the agitation and the delivery to the discharge port 11a are conducted with this spade-shaped mixer blade 15.
