PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of effectively suppressing the generation of an excessive electrostatic charge and air gap in the toner within a cleaning device even when a lower transfer system is employed and suppressing the generation of a dark dot etc., due to the leak current from a cleaning device, and an image forming method. SOLUTION: Provided are the image forming apparatus equipped with a latent image carrier for transferring the toner carried on the surface to a transfer member from below and the cleaning device for cleaning the surface of the latent image carrier, and the image forming method, in which the resistance of an elastic body layer formed in an outer peripheral part of the rotating member is to be the value within a range of 1×102to 1×107Ω.
