A communication terminal, a communication controlling method, and a communication controlling program are provided to effectively prevent excess segments from being transmitted through a network. A communication terminal includes a received byte calculating unit(14) calculating the number of segments received at a receiving side during a predetermined period. A transmission segment controlling unit(16) controls the number of transmitted segments based on the number of bytes of the segments calculated from the received byte calculating unit. A minimum time measuring unit(13) measures a minimum value of a round trip time. The received byte calculating unit calculates the number of segments received at the receiving side within a period of the minimum value of the round trip time measured by the minimum time measuring unit in a transmitting side.
