<p><P>PROBLEM TO BE SOLVED: To provide a fixing device capable of suppressing damage due to a short-circuit between a power supply member and a heat roller, and to provide an image forming apparatus. <P>SOLUTION: The fixing device 18 disposed in a laser printer includes: the heat roller 41 to be heated by a halogen heater HH; a pressure roller 42 to be pressed by a torsion spring S to the heat roller 41; a second conduction part 68 for applying power to the halogen heater HH; a conductive resin bearing 60A attached to one end side of the heat roller 41, and also, ground-connected; and an insulating resin bearing 60B attached to the other end side of the heat roller 41.
