PROBLEM TO BE SOLVED: To provide an envelope fitting device which can accurately and efficiently fit an envelope to a tire in a retreaded tire vulcanization preparation process. SOLUTION: The envelope fitting device for fitting the envelope to a base tire with tread rubber stuck to a crown part is applied to an envelope in a shape to be able to wrap the whole surface including the inner circumference surface and the peripheral surface of the tire by itself. The device includes a drum 2 which has central, right, and left bladders, carries the envelope on the periphery, and enlarges the diameter of the envelope and a cylinder ring 3 which is arranged movably in the axial direction on the same shaft as the drum 2, has a variable inner diameter, and grips the tire 10 with the tread rubber stuck to the inner circumference.
