PROBLEM TO BE SOLVED: To provide a data transfer buffer controller capable of easily executing error recovery in receiving data by uniquely identifying the data storage position. SOLUTION: The controller has: a data buffer 1 having divided regions divided into minimum units; transmission/reception data writing pointers 5, 7 for managing divided regions where the data are written among the divided regions; transmission/reception data reading pointers 6, 8 for managing divided regions where the data are read among the divided regions; a sequence management means 9 for providing sequence numbers indicating the order of data transfer and managing re-transmission of data on a protocol; a reading control means 3 for reading the data from buffer region numbers logically allocated to the sequence numbers indicated from the sequence management means 9; and a writing control means 4 for writing the data into the buffer region numbers. The data buffer management in data transmission and/or data reception is executed while moving a designation destination of each of the pointers to buffer regions allocated to the logical numbers for each packet data.
