PROBLEM TO BE SOLVED: To provide a reflector control reactor which can prevent a reflector from breaking even if the reflector falls down due to a failure such as a pump trip and a method for controlling the output of the reactor. SOLUTION: The reflector control reactor includes a core, a shield which is placed so that it can surround the core circumferentially and shields from neutrons emitted from the core, the reflector 9 to reflect neutrons between the core and the shield, a positioning mechanism 11 for fine-controlling the axial position of the reflector 9 to the core, and a reactor vessel including these. The reactor has a floating mechanism 18 placed below the reflector 9 to float it up with coolant 5 and a shock absorber 15 including a piston and a cylinder for relieving the impact on the reflector 9 when it drops by gravity in the pump trip.
