a read device for reading unique information from a storage medium containing the unique information; an imaging device for automatically starting imaging upon detection of an image change in an imaging region; and a processing device having a database for receiving the unique information read by the read device and the imaging information imaged by the imaging device and storing the unique information and the imaging information while correlating them to each other. Upon reception of the unique information and the imaging information, the processing device stores the unique information and the imaging information in the database while correlating them to each other. Moreover, control means operating as follows is provided. When only the imaging information is received from the imaging device and the unique information is not received from the read device, the control means stores an identifier indicating that the unique information has not been received and the imaging information in the database while correlating them to each other.
