A solution having carbon dioxide dissolved therein in which microbubbles are dissolved, in place of carbonate spring, can be produced easily at low cost by electrolyzing an aqueous solution of oxalic acid charged in an electrolytic bath by means of an electrolyzer to thereby generate carbon dioxide gas, then exposing generated carbon dioxide bubbles to ultrasonic wave by means of an ultrasonic generator to thereby reform the bubbles into microbubbles and dissolving the resultant microbubbles into the aqueous solution of oxalic acid.
