PROBLEM TO BE SOLVED: To provide a burner for producing a synthetic gas capable of suitably increasing its capacity and efficiently producing a synthetic gas containing carbon monoxide and hydrogen while suppressing the generation of soot, and a method for producing the synthetic gas. SOLUTION: The burner B is for producing a synthetic gas containing carbon monoxide and hydrogen by burning a mixed gas of a modifier comprising steam and/or carbon dioxide gas and fuel and is equipped at the tip 10a with a combustion chamber 12 having a conical inner hole opened to a furnace 11 which gradually increases its diameter. At the combustion chamber 12, a mixed gas jet nozzle 13 is provided at its inner wall 12a for jetting the mixed gas toward the tip 10a side along the axial direction O1, an oxidizer jet nozzle 14 is provided at the outside of the diameter direction of the mixed gas jet nozzle 13 for jetting an oxidizer to have a focus on the axial line O1 of the combustion chamber 12, and a cooling fluid flow passage 15 is provided near the inner wall 12a of the combustion chamber 12 for flowing a cooling fluid to cool the inner wall 12a.
