A system and a method for transforming a digital signal for measuring quality and measuring transmission quality of the digital signal are provided to change statistical characteristics of a signal bank of a specific band, thereby providing toughness against external environment and minimizing effects on inaudibility. A frame division unit(100) divides a digital signal into more than one frame signal. A normalizing unit(105) statistically normalizes the divided frame signals through a predetermined band range. A wavelet transform unit(110) performs wavelet transform of the normalized frame signals, and transforms the transformed frame signals into predetermined number of band signal banks divided by frequency bands. A distribution value modifying unit(115) modifies a distribution value of a transform object signal bank as a band signal bank, set as a transform object among the predetermined number of band signal banks, into a reference distribution value as a standard of quality measurement. An inverse transform unit(120) performs inverse wavelet transform and de-normalization of the predetermined number of band signal banks to be generated as a frame signal. A restoring unit(125) merges the frame signals to be restored as a transform digital signal. A transmitting unit(130) transmits the transformed digital signal.
