<p><P>PROBLEM TO BE SOLVED: To provide a data conversion method capable of easily compressing a data volume of input data. <P>SOLUTION: In a data conversion operation in a data converter, a first cell type and a second cell type are determined in descending order of the number of graphics from cell types with two or more graphics among a plurality of cell types contained the input data. Then, in combination of the first cell type and the second cell type, positional information of a plurality of cell pairs is acquired, and the first cell and the second cell are combined to generate a combination cell from the cell pairs in descending order of the number of cell pairs among a group of pairs in the same position (Step S31). Then, reacquisition of the number of graphics (Step S33), with the combination cells included in the cells represented by the input data, and combining processing are repeated until a predetermined number of times of the combining processing are performed (Step S32), and output data representing the cells including the hierarchized combination sells is obtained.
