PROBLEM TO BE SOLVED: To improve wind power use efficiency, by imparting torque in one direction to a windmill by reaction force by radially jetting wind pressure from the windmill, by increasing the wind pressure by collecting wind to a wind collecting chamber. SOLUTION: The windmill 7 is rotatably arranged in an upper windmill chamber 6 of the wind collecting chamber 1. A large number of straightening plates 14 guiding the wind pressure in the inverse direction of its rotating direction, are arranged in a ring shape as a whole at a predetermined interval in the circumferential direction in this windmill 7. While closing the upper side of the windmill chamber 6, a large number of reaction plates 17 are fixed to and arranged on the outer periphery of the wind collecting chamber 6 for generating the reaction force in the windmill 7, by repelling the wind pressure radially injected by passing through between the large number of straightening plates 14 from the wind collecting chamber 1.
