PROBLEM TO BE SOLVED: To surely insert a conductive ball into a pattern hole made in a substrate of a printed circuit board. SOLUTION: A protection sheet 13 is stuck to a substrate 5 of a printed circuit board 1, a plurality of pattern holes 7 are made therein, and then the protection sheet 13 is placed on a suction table 15 to suck conductive balls 9 to be placed in the pattern holes 7. A mask member 29 is provided with guide holes 27 corresponding to the respective pattern holes 7 to drop the conductive balls 9 into the patterns holes 7, is aligned with the respective pattern holes 7, and is stacked on the surface of the substrate 5. The conductive balls 9 are dropped in the guide holes 27 of the mask member 29, and they are sucked by the suction table 15 to fit them to the pattern holes 7. The conductive balls 9 are inserted into the pattern holes 7 of the substrate 5 by pressing with a pressing member 49 up to a position where the upper and lower ends of the conductive balls 9 are projected from the upper and lower surfaces of the substrate 5, and then the protection sheet 13 is peeled off from the substrate 5.
