PROBLEM TO BE SOLVED: To develop a water-based base coating for an air conditioner having a superior anticorrosive characteristic, favorable adhesiveness with an adhesive or hydrophilic resin coating, and favorable pollution resistance, or the like, and preventing scratches, peeling, buckling, color slipping (formability), or the like, and to develop a precoat aluminum fin material applied with baking of the hydrophilic resin coating. SOLUTION: In a manufacturing method of the precoat aluminum fin material, a base coating film is formed by applying and baking a water-based coating using straight chain alcohol having a carbon number of three or more, and one or more of an alcoholic -OH group, or an ether linkage with an alcoholic -OH group as a solvent, being epoxy resin based coating containing 10-35 wt.% resin having an acrylic group, on an aluminum fin material, and forming the hydrophilic resin coating having an acrylic group and/or a polyvinyl alcohol group on the base coating film.
