An electrically heated knife wire assembly cuts a web of hotmelt fibers through an advancing textile ribbon fiber web, passing between two halves of a scissor lever. One of the levers may be raised or lowered with respect to the other and is subject to diverging force (P) that increases the length (l1, l2) of cutting wire in contact with the textile. The scissor arms hold the electrical cutting wire under tension. One of the scissor arms is fixed and the other is movable. The two arms are linked by a pivot pin (18).
