<p><P>PROBLEM TO BE SOLVED: To improve safety, by checking decoding of the storage content, even if a storage device is analyzed. <P>SOLUTION: Electronic information is encrypted by an information encrypting part 361, and is divided into respective fragments by a dividing part 362, and is written in a random physical position of the storage device 1 by a preserving part 38a. A corresponding table including physical position information required for reading out the electronic information and a name of encrypting algorithm used for encryption, is encrypted and written in the storage device 1. Thus, the physical position information of the respective fragments and the encrypting algorithm used for encryption are hardly specified.
