PROBLEM TO BE SOLVED: To provide an air conditioning method excellent to energy saving, and superior in instant cooling and heating performance, wherein cold heat radiation efficiency and a cold heat radiation heating value to a room of a cold heat radiation panel or a cold heat radiator are high. SOLUTION: In the air conditioning method using the cold heat radiation panel, or the cold heat radiator having surface finishing material on a surface of the cold heat radiation panel, wind of a velocity of 0.1m/s or more is blown on the cold heat radiation panel, or the surface finishing material of the cold heat radiator by a blowing device.
