PROBLEM TO BE SOLVED: To provide a rising foundation member which can be set by spending less labor and time than a conventional rising foundation member, and exerts larger strength than the same. SOLUTION: The rising foundation member (100) has an upper surface (101) and a lower surface (102) in parallel with each other, has formed therein at least one through holes (103, 104) penetrating from the upper surface to the lower surface in a thickness direction, and is made of bottom ash as a main ingredient.
