A memory card receives an encrypted application program to be downloaded to a host device from the host device. The memory card includes an IC card unit having a tamper resistance function and a flash memory unit. The IC card unit has: a tamper-resistant storage unit, a program acquisition unit for acquiring an encrypted application program from the host device, a storage control unit for storing the acquired encrypted application program in the tamper-resistant storage unit or in the flash memory, and a movement control unit used, when executing the application program stored in the tamper-resistant storage unit, for moving an arbitrary encrypted application program stored in the tamper-resistant storage unit to the flash memory unit if the decrypted size of the application program to be executed exceeds an empty capacity of the tamper-resistant storage unit.
