PROBLEM TO BE SOLVED: To provide a constraint setting device efficiently defining constraints on circuit information of a circuit board to be designed and setting constraints of high versatility on circuit information of various design substrates. SOLUTION: A constraint combination processing part 105 constitutes a new constraint generation function part together with a comparison processing part 106 and a constraint generation part 107 and combines manually input constraints (combination information) and automatically retrieved (applied) constraints, for generating a new constraint file (B) 212 on the basis of constraints applied from a constraint file (A) 211, which is input from an input device by operation.
