An argF gene expression vector constructed from a mutant strain for producing highly concentrated arginine using a recombinant DNA technique gene is provided to develop an L-arginine producing strain by introducing the same into an arginine producing strain, thereby capable of obtaining the L-arginine with significantly increased yield. A polynucleotide encodes a polypeptide having an amino acid sequence of SEQ ID : NO. 1 and has a sequence of SEQ ID : NO. 2. A method for producing an L-arginine comprises the steps of: (a) isolating argF encoding ornithine carbamoyltransferase from a strain capable of producing the L-arginine; (b) constructing an expression vector including the argF gene; (c) transforming the expression vector into the L-arginine producing strain; and (d) culturing the strain transformed by the argF expression vector.
