PROBLEM TO BE SOLVED: To simply, quickly and reliably send safety information of sufferers to target parties after a disaster. SOLUTION: The transceiver comprises an additional urgent disaster information extractor 103 for extracting additional urgent disaster information including the disaster occurring time, occurring place, scale and kind added to received urgent disaster information, a message forming unit 105a for forming a safety information answer message about the safety for the extracted additional urgent disaster information, a message memory 106 for recording the safety information answer messages, a sending address memory 104 having recorded sending destinations addresses for sending the safety information answer messages, and a controller 108 for controlling the transmission and reception of the urgent disaster information and the safety information answer messages.
