PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner in which the stabilization in developing-transferring stages with the lapse of time is attained while maintaining high definition by its stable developability and high transferring efficiency, and which can stably obtain a high definition image, to provide an electrostatic charge image developer, and to provide an image forming apparatus. SOLUTION: Regarding the toner, resin particles with the volume median particle diameter D<SB>50</SB>of 80 to 300 nm are stuck to the surface, and each resin particle comprises a polycondensed resin obtained by polycondensing a polycondensable monomer in a water base medium.
