<P>PROBLEM TO BE SOLVED: To simplify a key operation in a front panel and to display a plurality of relay states in a short period of time. <P>SOLUTION: An operation decision means 6 decides a key operation content in the front panel 4. A display information acquiring means 7 acquires data from a relay information database 2 based on output results of the operation decision means 6. A content displayed on the front panel 4 is decided, and data are displayed on the front panel 4 by a display means 8.
