PROBLEM TO BE SOLVED: To prevent image quality from being deteriorated by foreign matters sandwiched between a cleaning roller and a cleaning blade. SOLUTION: The cleaning device for electrostatic latent image carrier has a housing 251, a cleaning roller 252, a scraping blade 254 and a rotation controller 256. The housing 251 is arranged near a photoreceptor drum 21 and has internal space formed to store toner left after transfer. The cleaning roller 252 is rotatably attached to the housing 251, and slides in contact with the surface of the photoreceptor drum 21 so as to remove the toner left after transfer by rotating in a first direction. The scraping blade 254 is a member arranged to slide in contact with the cleaning roller 252 and scraping the residual toner on the cleaning roller 252. The rotation controller 256 rotates the cleaning roller 252 in a second direction reverse to the first direction so as to remove the foreign matters sandwiched between the cleaning roller 252 and the scraping blade 254.
