A network selecting apparatus and method for receiving broadcast information according to a user's selection are provided to allow a user to select a network with good reception quality between a broadcast network and a communication network by actively selecting a broadcast reception path. A broadcast measurement unit(102) measures reception strength of an RF(Radio Frequency) signal received via an antenna to detect reception state information of a broadcast network or communication quality information of a mobile communication network. A network searching unit(109a) determines whether the mobile communication network or the broadcast network is available to use based on the measurement results. A reception network selecting unit(109b) generates a network select signal corresponding to a key select signal indicating selection of a network. A broadcast receiving unit(101) receives the broadcast information via a network selected according to the generated network select signal.
