A non-excavation type pipeline rehabilitation apparatus is provided to improve quality and to shorten working hours by regulating the inversion speed and length of a reinforcement tube by measuring the inversion length of a reinforcement tube using a reinforcement tube length measuring device and to perform inversion work by spraying lubricating oil to the surface of a reinforcement tube using a lubricating device. A non-excavation type pipeline rehabilitation apparatus comprises an inversion member(10) having an inverter installed to the front of an inversion tank(2), a reinforcement tube length measuring device(20) installed to the inside of the inverter to measure the inversion length of a reinforcement tube(5), a lubricating device(30) having a nozzle pipe installed to the outer circumference of the inverter and an injection nozzle formed on the inside of the nozzle pipe and spraying the lubricating oil supplied form a lubricating oil tank to the reinforcement tube via the injection nozzle, and a lubricating oil recovery device(40) collecting the lubricating oil sprayed to the inside of the inverter and re-circulating to the lubricating oil tank.
