PROBLEM TO BE SOLVED: To provide a technology for preventing a terminal voltage at two short-circuited voltage signal output terminals from being an unstable voltage when the voltage signal output terminals are short-circuited. SOLUTION: In a function setting apparatus 1 provided with a voltage application section 2, an earth section 3, the voltage signal output terminals 8, 9, first connection sections 4, 6, and second connection sections 5, 7, the resistance of a pull-up resistor connected to the first connection sections 4, 6 is selected different from the resistance of a pull-down resistor connected to the second connection sections 5, 7.
