PROBLEM TO BE SOLVED: To provide a cushioning and packaging material which is compact, is not bulky, and can not only protect a bottle but prevent damage of a decorative box by skillfully dispersing and absorbing force by a sudden impact. SOLUTION: The cushioning and packaging material has a double structure in which a holding frame body 2 holding the decorative box K is packaged in a square tubular outer box body 1. An inward protruding holding protrusion 21 is mounted in each corner part of the holding frame body 2. When the holding frame body 2 housing the decorative box K is packaged in the outer box body 1, each of the peripheral walls 22, 22, ... is inserted along the inner side surface of the outer box body 1. Each outer peripheral surface of the housed decorative box K is obliquely orientated at a predetermined angle to the peripheral wall 22, and each of these outer peripheral walls is supported by each of the holding protrusions 21, 21 ... of the holding frame body 2.
