<p><P>PROBLEM TO BE SOLVED: To complicate analysis of a program for prevention of alteration while shortening the time for decoding processing with a program alteration detecting function. <P>SOLUTION: An OS loader and a kernel complied in ELF format are recorded in a ROM with an added encrypted header by encrypting the EFL header part thereof. In activation, the encrypted header part is read and determined to be valid as an encrypted header, and when it is valid, the encrypted part is decoded and developed into a RAM.
