PROBLEM TO BE SOLVED: To provide an image processor and an image processing method that can improve reproducibility of characters by improving precision of color decision making by employing different color decision systems according to whether the characters are wide or narrow in line width, to provide an image forming apparatus equipped with the image processor, and to provide a computer program for achieving the image processor. SOLUTION: Based upon an input RGB signal, a mask which includes a pixel of interest and its peripheral pixels is set for each pixel. When the line width is decided to be narrow, a first color deciding unit 43 makes a color decision based upon a mean value of pixel information in the mask as a feature quantity and when the line width is decided to be wide, a second color deciding unit 44 decides a color decision based upon the difference between color components having a maximum value of the pixel information in the mask as a feature quantity.
